When a government agent is murdered in the nation's capital, special agent Pete Garrison (Michael Douglas) is arrested and relieved of his duties. But he can't shake the feeling that he's been set up as part of a neo-Nazi plan to infiltrate the White House. As Garrison works to prove his innocence -- and protect the president (David Rasche) and first lady (Kim Basinger) -- he butts heads with his ambitious young protege (Kiefer Sutherland).
