In search of his lost love, Xiu Xiu (Jinglei Xu), Chinese native Steelhead (Jackie Chan) journeys to Tokyo, where he leads a hardscrabble immigrant life with fellow refugees Jie (Daniel Wu) and Old Ghost (Suet Lam). Complications mount when Steelhead finds Xiu Xiu married to a Japanese mobster (Masaya Kato). Chan shines in a rare dramatic role -- though the plot affords him occasional opportunities to use his famed fighting skills.
